Depending on the requirements.

If it's a hobby site than I guess some of these offers that can be found in the directory here should be sufficient.

If it's a site that's supposed to generate income - I'd stay away from shared and go with VPS at minimum, or with a start up dedicated package.

If you prefer not to get locked into long-term contacts, get genuine customer care (40+ server admins) and host with a Company that has their own infrastructure and a 26 years track record of success.
