I'd in general stay away from too good to be true sounding deals that lock you in into a long-term, auto-renewing contract. Typically with a lot of small print.
And it may be difficult to get out of it, should the service not perform as you intended.

The tech requirements then depend on whether this is a commercial site and what markets are targeted.
If it's a commercially viable site, then an up-time guarantee is a must. 

And not to forget to review the conditions for a seamless upgrade, should the site out-grow its initial plan.
