Global Digital Economy Forum 2025: Launching Alliances and Frameworks for a Tokenized Future

The 2025 Global Digital Economy International Cooperation Forum was successfully held on August 11 in Haikou, China, under the theme “Focusing on Global Digital Development, Drawing a Blueprint for International Cooperation.” The event convened a distinguished roster of ambassadors, international organizations, leading scholars, and industry pioneers to discuss the future of the digital economy, real-world asset (RWA) compliance, and pathways for industrial digital transformation.

Hosted by the China Association for Overseas Development (CODA) and organized by its Global Digital Economy Working Committee, the forum represented a milestone in global dialogue on digital governance. With more than 20 major media outlets covering the event, and millions tuning in via livestream, the forum created a multi-dimensional communication platform to showcase how digital productivity will shape the future.

In his opening address, He Zhenwei emphasized the digital economy as a critical driver of future global growth. He called on enterprises to deepen participation in governance systems and announced the formal establishment of the Global Digital Economy Working Committee. He also revealed CODA’s plans to partner with countries like the Maldives and Madagascar on digital infrastructure and technology projects.

Dr. Fazeel Najeeb, speaking on behalf of the Maldives, highlighted the “Smart Maldives” strategy, focusing on digital infrastructure, financial innovation, and talent exchange. He underlined China’s leadership in digital economy as a model for international cooperation.

Jean Louis Robinson, Ambassador of Madagascar, proposed a China-Africa Digital Sovereignty Fund to accelerate Africa’s digital transformation in agriculture, education, and healthcare. His remarks reflected the growing importance of inclusive cooperation in bridging the global digital divide.

The Role of RWA and Data in the Digital Economy

Data and real-world assets (RWA) were central themes. Cai Hongyu presented a methodology for valuing data as a production factor, linking it to RWA scenarios and calling for regulatory harmonization to build a scientific pricing framework.

Huang Zhaojin stressed the importance of the newly formed Working Committee as a platform to accelerate enterprise digitalization, foster innovation, and align digital technology with real-world industries.

Speakers such as Zhang Ming detailed how industrial internet platforms and smart construction technologies are vital to China’s digital transformation, while Shi Xingguo and Chen Jiu explored the future of RWA tokenization and strategies for navigating the rapidly evolving asset landscape.

Strategic Initiatives Launched

Several major initiatives were formally launched at the forum:

Global Digital Economy Working Committee — officially inaugurated to coordinate cross-border collaboration.
Global Digital Economy Compliance Alliance — leveraging blockchain for compliant RWA tokenization, with Hong Kong as a hub.
Real Economy Digital Ecosystem Support Program — combining policy, technology, and finance to support industrial digital upgrades.
National Blockchain Tech “Guoyu Chain” Industry Asset Ecosystem Program — introduced by Zhou Shuai, positioning itself as the world’s first RWA incubation and trading hub.

These initiatives aim to provide legal, technical, and financial frameworks to help industries transition into the digital economy, while unlocking new value from tokenized assets such as commodities, manufacturing equipment, and carbon credits.

High-Level Dialogues and Agreements
The forum also featured two high-profile roundtable discussions:

“RWA Empowering Industry: Innovative Scenarios and Future Trends” — moderated by Zhao Yidan of the RWA Research Institute.

“Law, Data Governance, and International Cooperation” — moderated by journalist Mao Lijuan, with legal and industry experts offering strategies to balance compliance with innovation.

In addition, multiple strategic cooperation agreements were signed between Chinese enterprises, associations, and international partners, marking the start of a new phase of practical collaboration.

A New Chapter in Global Digital Economy Cooperation
The successful hosting of the 2025 forum marks a new chapter for China’s leadership in the global digital economy. By aligning technology, governance, and cross-border frameworks, the event highlighted China’s ambition to export its digital expertise while fostering inclusive, multilateral growth.
