Does somebody know if it is possible to buy webmoney via WesternUnion. If so, what do we need to have in order to avail it.

You need to use an e-currency exchanger for this.. Just go to google and do a search for "webmoney exchanger" you'll get a lot of results.. Use the one that fits your needs better.
